Artemis in the novels has always been described as super dexterious (he is a thief/assassin afterall) but also quite strong. So I'd say if it were me I'd have him at least 19/20 Dex and 15/16 Str (I don't know 5e but I assume those numbers still mean the same from earlier editions).

The reactive trait is a great idea! I agree that given the almost-superhuman speed of fighting in the Drizzt novels, it would probably be appropriate.
